Abstract

Digital technologies are rapidly advancing, presenting both opportunities and challenges for global governance. This review paper examines the complexities of regulating emerging technologies within the framework of international law. It explores the dynamic landscape of digital dilemmas, encompassing issues such as data privacy, cybersecurity, artificial intelligence, and blockchain technology. Drawing on a range of scholarly sources and legal perspectives, the paper evaluates existing regulatory frameworks and their adequacy in addressing the novel challenges posed by these technologies. It also discusses the implications of regulatory gaps and inconsistencies for international cooperation and the rule of law. The paper concludes with recommendations for enhancing regulatory approaches to better accommodate the evolving digital landscape, promoting innovation while ensuring ethical and legal standards are upheld.
