Abstract

This paper provides a comprehensive review of risk management principles and practices within outdoor physical education (PE) programs. Drawing upon existing literature, it explores the inherent nature of risk in outdoor learning environments, differentiating between potential loss and educational gain. The report outlines systematic risk management frameworks, including identification, assessment, treatment, and monitoring, and details best practices for ensuring participant safety, such as robust staff qualifications, effective supervision, and emergency preparedness. Critical legal and ethical considerations, including duty of care, inherent risk, and child safeguarding, are examined in the context of increasing societal litigiousness. Finally, the paper addresses current trends and challenges, notably the "risk paradox" in an increasingly risk-averse society, and proposes age-appropriate challenge design and future research directions to balance safety with the profound developmental benefits of experiential outdoor learning.
