Abstract

This paper reviews the use of Open Educational Resources (OER) in higher educational institutions. In addition to the effectiveness, limitations and best practices regarding OER utilize. OER have the probable to support further informal ways to learn that might mean new opportunity in working with learners.A central part of OER is their openness which is articulated through the use of a licence that openly allows for free use instead of any subscription. On the other side, there were various challenges, like as boundaries of the technology infrastructure; the trouble of intellectual property rights, financial issues and many more. The main objective of this paper is to identify the effective implementation of the OER through case studies. This paper reviews the literature regarding financial matters and affect OER adoption. In this paper it includes the good practices for successful use of OER like the contents of resources, develop policy support, several good practices are proposed for the effective implementation of OER, like policy support for OER; developing OER; and customizing the contents of OER. Rooted in the findings, it is recommended that future work should address the achieving of the goals of the OER.
