E-CONTENT CREATION, DESIGN OF OPEN COURSES, AND IMPARTING OF EDUCATIONAL RESOURCES THROUGH EFFECTIVE NETWORKING SYSTEMS AND COMMUNICATION CHANNELS UNDER CREATIVE COMMONS LICENSES

The e-content creation in building courses and sharing of learning materials in common platform to impart information, knowledge and skills to the large number of masses especially to the distant learners was one of the major issues taken into consideration at the beginning of the 11th plan period by the common mission of NMEICT, SAKSHAT and NPTEL. This study makes a review of the planning, importance and needs lies behind a mission to prepare and standardized the course curricula by not only collecting contents of expertise, teachers and professional bodies to build common pool resources under the aegis of coordinating bodies but also considering the scope to reuse, revises, remix, and redistribute under creative commons licenses. The NMEICT aimed at building the ICT infrastructure bringing many institutions and knowledgeable persons into a single umbrella with their huge knowledgeable resources under CC BY SA license and proposed SAKSHAT as the portal for transmitting the contents and courses to the learners freely. The NPTEL was another initiative of effective course design and software training programmes to the learners with the IITs, IISc Bangalore and the other institutions as the coordinating bodies which recently followed CC BY SA license. Swayam is based on MOOC platform for course design and Swayam Prabha channelizes the programme through 32 DTH channels, T.V channels and internet broadband connectivity. NDLI, Spoken Tutorial, E-yantra, FOSSEE, Virtual lab, Samarth, Shodh Shuddhi are the virtual platforms providing online courses and skill-based programmes under NMEICT. The article also takes into account the recent progress of the courses developed under the NMEICT.Metrics
